Part A: Chronic Skin Conditions That Persist Despite Treatment

  • Chronic skin lesions or contractures, and

  • Chronic pain or other physical limitations,

  • That continue for at least three months despite following prescribed medical treatment.

In other words, Social Security is looking for conditions that do not improve with appropriate care, not temporary flare-ups or conditions that respond well to treatment.

  • Severe inflammatory skin diseases

  • Chronic ulcerative conditions

  • Painful scarring or tightening of the skin

1. Inability to Use Both Upper Extremities

2. Limited Use of One Upper Extremity Plus an Assistive Device

A person may qualify if they:

  • Cannot use one arm or hand effectively due to skin involvement, and

  • Have a documented medical need for an assistive device (such as a walker or cane) that requires use of the other arm.

This combination can significantly limit a person’s ability to perform even basic work tasks.


3. Inability to Stand From a Seated Position

Some chronic skin conditions affect multiple extremities or sensitive areas, making it difficult or impossible to:

  • Stand up from a seated position, or

  • Maintain an upright posture long enough to complete work activities.

This includes limitations caused by involvement of the perineum or inguinal region, which Social Security specifically recognizes as potentially disabling.


4. Inability to Remain Upright While Standing or Walking

If chronic skin lesions or contractures affect both lower extremities, resulting in an inability to stand or walk long enough to perform work tasks, this may also meet Listing 8.09.
